" Timing is an important aspect of the game, and being ready to play the right card at the right time is essential.
The general idea of the game is that you have a hand of cards, initially one for each of the six road colors.
You also have 5 action slots where to play your cards. So, on your turn you play one card onto one action slot and perform the corresponding action in the color of the card you played (e.g. if you play your orange card on the 'build road' action, you can build a section of the orange road). During the course of the game you will be able to get access to new cards.
You have some limits on how many cards can be played on the same action slot (over different turns), and you will have a few opportunities to raise those limits.
You will automatically retrieve all your cards when you played the last one in your hand (without losing a turn), alternatively you can spend a turn by just retrieving all the cards you played until then (for example if you want to play again a color you just used).
So, in general, the game pushes you to work on all the roads at once, on the other hand you would like to focus on a few specific roads.
When you build (or upgrade) a road section you gain a seat at the administration table for that road color.
At the end of each period, your presence at these tables will determine your budget for the next period.
Tables have a limited number of seats (equal to the number of players), so when a player gains a seat at the table, the 'elder' seat will be kicked out (and go to the department of transportation), that seat won't gain money but it will be worth victory points at the end (seats at the department of transportation are the only source of victory points).
So, you want to make sure to have a seat at the higher paying tables at the end of the period, in order to have a bigger budget for the next period.
In a two players game, managing to kick your opponent from a table just before the budget means getting all the money for that table rather than splitting it 50/50. In a 4 players game, you can try and keep a seat on each table or you can try and concentrate most of your seats on a few tables. so, the dynamics are a bit different but still very engaging.
Beside building roads you will be also facilitating the construction of gas stations and the delivery of goods to neighbouring countries. This is another big interaction point, because if I use my green card to build a road section, the next player might use their green card to place a gas station on the section I just built (as long as they still hold their green card in hand).
Same with deliveries: as soon as one player builds the last piece of road connecting to a neighbouring country, all other players may start delivering to that country (and there are some extra bonuses for delivering first) so there is a lot of watching each other moves.
This also allows an interesting push and pull between trying to plan an ideal sequence of cards to play (which is important for other reasons, like moving your trucks efficiently) and diverting from that plan in order to take some interesting opportunities that may present themselves because of your opponents' moves".
